Golden, crispy-topped shepherd’s pie — savory lamb filling under a cloud of mashed potatoes.

Shepherd's pie with golden mashed potato topping in a white baking dish

Let us settle the debate first: true shepherd’s pie is made with lamb. (The beef version is technically cottage pie, and it is delicious too — but today we are doing it the traditional way.) Ground lamb has a richness and gentle gaminess that beef simply cannot match, and under a blanket of buttery mashed potatoes it becomes one of the great comfort foods of the British Isles.

This is the kind of dinner that makes a gray evening feel cozy — a savory lamb and vegetable filling simmered in a thyme-scented gravy, topped with the fluffiest mashed potatoes you can manage, then baked until the peaks turn golden and crisp. If you are in the mood for more cozy one-dish dinners, our creamy garlic Tuscan chicken is a reader favorite, and this one-pot lemon herb chicken orzo delivers the same kind of comfort with minimal cleanup.

The whole thing comes together in about 75 minutes, and it reheats like a dream — which means it is just as good as a make-ahead weeknight dinner as it is served bubbling straight from the oven on a Sunday.

Why You’ll Love This Recipe

  • Real lamb, real flavor: Ground lamb gives this pie its authentic character — richer and more savory than the beef versions.
  • Crispy potato peaks: Ruffling the mash with a fork creates ridges that brown into irresistible crispy bits in the oven.
  • Complete meal in one dish: Protein, vegetables and potatoes all in a single baking dish — no side dishes required.
  • Make-ahead friendly: Assemble it a day early, refrigerate, and bake when you are ready. It also freezes beautifully.
  • Family approved: Mild, savory and comforting — even picky eaters go back for seconds.

Ingredients

For the mashed potato topping

  • 2 1/2 lb (1.1 kg) russet potatoes, peeled and quartered
  • 4 tbsp (56 g) unsalted butter
  • 1/2 cup (120 ml) warm milk
  • 1 tsp (6 g) kosher salt, divided
  • 1/2 tsp (1 g) freshly ground black pepper, divided

For the lamb filling

  • 1 tbsp (15 ml) olive oil
  • 2 lb (900 g) ground lamb
  • 1 large yellow onion, diced
  • 2 carrots, diced
  • 3 cloves garlic, minced
  • 2 tbsp (32 g) tomato paste
  • 2 tbsp (16 g) all-purpose flour
  • 1 cup (240 ml) beef or lamb broth
  • 2 tbsp (30 ml) Worcestershire sauce
  • 1 tsp fresh thyme leaves (or 1/2 tsp dried)
  • 1 tsp chopped fresh rosemary (or 1/2 tsp dried)
  • 1 cup (130 g) frozen peas
  • 1/2 cup (50 g) grated Parmesan cheese (optional, for the top)

Simple, honest ingredients: ground lamb, carrots, peas, potatoes and butter.

Instructions

  1. Make the mashed potatoes. Place the quartered potatoes in a large pot, cover with cold salted water by an inch, and bring to a boil. Cook until completely tender when pierced with a knife, 15 to 20 minutes. Drain them very well — waterlogged potatoes make gluey mash — then return to the hot pot for a minute to steam dry. Mash with the butter and warm milk until smooth and fluffy, then season with half the salt and half the pepper. The mash should be soft enough to spread easily; add another splash of warm milk if it feels stiff.
  2. Brown the lamb. Heat the olive oil in a large oven-safe skillet or Dutch oven over medium-high heat. Add the ground lamb and cook, breaking it into crumbles with a wooden spoon, until deeply browned all over, 8 to 10 minutes. Do not rush this — the browning is where the flavor lives. Drain off the excess fat, leaving about a tablespoon in the pan for cooking the vegetables.
  3. Cook the vegetables. Add the diced onion and carrots to the lamb and cook, stirring occasionally, until softened, 6 to 8 minutes. Stir in the minced garlic and tomato paste and cook for 2 minutes, letting the paste darken a shade. Sprinkle the flour over everything and stir for 1 minute; this will thicken the filling into a proper gravy.
  4. Build the gravy. Pour in the broth and Worcestershire sauce, scraping up all the browned bits from the bottom of the pan. Stir in the thyme, rosemary and frozen peas (no need to thaw). Simmer for 8 to 10 minutes, until the gravy thickens enough to coat a spoon and the carrots are tender. Taste and season with the remaining salt and pepper — the filling should taste boldly seasoned, since the potatoes will mellow it.
  5. Assemble the pie. If your skillet is not oven-safe, transfer the filling to a 9×13-inch (23×33 cm) baking dish and spread it level. Dollop the mashed potatoes over the filling and spread gently all the way to the edges, sealing the lamb completely underneath — any gaps will let the gravy bubble through (delicious, but messy). Drag a fork across the surface to create ridges and peaks; these are the bits that will turn golden and crisp.
  6. Bake until golden. Sprinkle the Parmesan over the top if you are using it. Bake in a 400°F (200°C) oven for 25 to 30 minutes, until the potato peaks are deep golden brown and the filling bubbles up around the edges. Let the pie rest for 10 minutes before scooping — this helps the layers set so you get clean, beautiful servings.

Tips & Variations

  • Use a potato ricer: For the smoothest, fluffiest mash, press the cooked potatoes through a ricer instead of mashing by hand.
  • Seal the edges: Spread the potatoes all the way to the rim of the dish so the gravy cannot bubble over in the oven.
  • Cottage pie variation: Swap the lamb for ground beef (80/20) and you have a classic cottage pie — same method, same timing.
  • Add more veg: Diced parsnip, corn kernels or chopped mushrooms all fold beautifully into the filling.
  • Individual pies: Divide the filling and mash among 6 oven-safe ramekins and bake 20 minutes for adorable single servings.

Storage

Refrigerate leftovers in an airtight container for up to 4 days. Reheat individual portions in the microwave or the whole dish in a 350°F (175°C) oven until hot through. To freeze, cool completely, wrap tightly and freeze for up to 3 months; thaw overnight in the refrigerator before reheating.

FAQ

What is the difference between shepherd’s pie and cottage pie?

Shepherd’s pie is made with lamb (shepherds tend sheep), while cottage pie is made with beef. Both are topped with mashed potatoes. This recipe uses lamb for the authentic version.

Can I make shepherd’s pie ahead of time?

Yes — assemble the pie completely, cover and refrigerate for up to 24 hours, then bake straight from the fridge, adding about 10 extra minutes to the baking time.

Why is my filling watery?

The gravy needs a full 8 to 10 minute simmer to thicken, and the flour must be stirred in before the broth goes in. If it is still loose, simmer a few minutes longer — it will also thicken as it rests.

Can I use leftover mashed potatoes?

Absolutely. You will need about 5 cups of prepared mashed potatoes. Warm them slightly so they spread easily over the filling.
